Rules and Regulations
The German Shepherd
Dog Council of Australia has a number of rules and regulations developed
under its constitution to ensure the orderly running of its business and
national schemes.
GENERAL
To
qualify for participation in German Shepherd Dog Council of Australia Schemes.
To participate in any
German Shepherd Dog Council Schemes that are conducted for and on behalf
of the German Shepherd Dog Council of Australia, one must be a member of
an affiliated member Club of the German Shepherd Dog Council of Australia.
If a dog is owned in
partnership, provided one partner is a member of an affiliated Member Club,
then the normal fee structure shall apply.
Residents of Australia
who are non-members of any affiliated Member Club may apply for participation
in a German Shepherd Dog Council of Australia Scheme provided that the
equivalent of one years subscription fee plus the joining fee of that member
Club, is paid in addition to the normal fee applicable to the desired scheme.
Residents of New Zealand
wishing to participate in a German Shepherd Dog Council of Australia Schemes,
must be a member/or member of an affiliate of the New Zealand German Shepherd
Dog Advisory Council.

No
GSDCA Tattoo Number, No Validation of GSDCA Scheme Eligibility.

Since taking over the
position of the National Breed Commission Chairman it has certainly made
life very busy and hectic and interesting to say the least. At the National
Breed Commission Meeting in July 2001, there was a lot of discussion on
several topics but one which seemed to be of a concern to those present
was the fact that incorrect tattoos were being found when animals come
to survey.
This article explains
the responsibility of the breeders, the Tattoo officers and the owners
of animals, which participate in the GSDCA Breed Improvement Schemes.
It must be emphasized
that owners of animals need to take a more responsible attitude towards
correctness of paperwork when participating in the GSDCA Breed Improvement
Schemes.
It has been one of
my most unpleasant duties over the last twelve months when I have contacted
owners of animals advising them that the paperwork is incorrect and informing
them the animal is required to be re-x-rayed. The owner is understandably
upset and can be quite irate especially over the telephone but as I have
stated I am only the messenger and unfortunately the Rules have not be
adhered to.
To all members and
breeders, the National Breed Commission Executive can only once again reiterate
the only accepted means of positive identification that the German Shepherd
Dog Council of Australia accept for any of the GSDCA Breed Improvement
Schemes is a GSDCA tattoo or a tattoo from a GSDCA recognised scheme.
Breeders - The breeder’s
first responsibility is to ensure the following :
1. Record
the last tattoo number of the previous litter.
2. That the tattoo
number and the animal correspond.
3. On completion of
tattooing the litter make sure the paperwork is correct.
Club Tattoo Officer -
The Club Tattoo officer is a position that demands a great deal professionalism
and responsibility. The Tattoo Officer must :
1. Check the
provided paperwork and also the last tattoo number from the previous litter.
2. Carry out tattooing
in accordance with the Rules and Regulations laid down by the GSDCA.
3. Use the correct
Hauptner 7mm pliers, the correct ink, (Hauptner ink - black or green)
4. Ensure the ink
is evenly and adequately applied to have a clear distinct tattoo.
Breeders and New Owners
- Both should check that the Pedigree and accompanying paperwork correctly
record the Tattoo in the dog's ear :
1. Breeders
should check prior to new owners receiving their puppy that the tattoo
is clearly visible and corresponds to the paperwork.
2. If a mistake is
made
by the tattoo officer e.g. double numbers, or a wrong letter, the National
GSDCA Tattoo Registrar should be notified immediately in writing detailing
the mistake and a copy of the correspondence should be forwarded to the
National Breed Commission Chairman to place on file.
Requirements
for Tattoo Identification that is Difficult.
Procedure if a Tattoo
is Difficult to Read :
Case 1. If the tattoo
is partially visible, but you are unable to read the entire tattoo. The
dog is to be tattooed when under anaesthetic for the hip/elbow xray, by
a club tattoo officer, not the veterinarian, in the left ear with
its original tattoo prefix/number.
Case 2. If the tattoo
is not visible at all, then the owner is to apply for an "AUS" number.
This is to be applied when the dog is under anaesthetic for the hip/elbow
xray, by a club tattoo officer, not the veterinarian, in the right
ear.
In both cases, the
attending club tattoo officer is to report this to the club's Tattoo Registrar
for GSDCA recording purposes.
Council
Service Awards - Service Medallions to Members.
The GSDCA Executive
may in its own right and by a majority decision award Service Medallions
each year. The member Clubs may nominate up to two members per year for
the Service award.
The presentation of
the Service Medallion will be made at an event conducted by the GSDCA Inc.
The criteria to be
applied by the member Club is that each nominee must have shown and continue
to show dedication to the advancement of the German Shepherd Dog. The member
Club shall provide the Secretary with a detailed history of the nominees’
involvement at local and/or national level.
The award will not
be automatic. The GSDCA Executive decision will be by a majority vote and
is final. Upon rejection of the nomination by the GSDCA Executive the member
Club may resubmit the nomination after one year.
Requirements
for SV Foreign List Judge’s Application.
The applicant must
apply to the National Breed Commission Executive.
With his/her application
he/she must submit proof of the following minimum requirements, which are
:
Member of
the SV for at least 5 years.
Critiqued and graded
at 10 Specialist Shows recognised by the German Shepherd Dog Council of
Australia.
Bred 5 Excellent animals
from at least 3 different dams.
The applicant after gaining
approval from the National Breed Commission Executive must apply to the
S.V. for application form and any other relevant material.
Re-presentation
of Motions to the Annual General Meeting.
2 Year Lapse Rule :
Any motions
passed at any AGM are not to be changed or altered and re-presented for
a period of two years, as from after the 1998 AGM.
Affiliation
Fees and Voting Strength of each Constituent Body.
The voting strength
of each member Club shall be related to its financial membership as to
the date of its last financial year. The GSDCA Treasurer shall forward
to each affiliated Club a declaration of membership form and calculation
of voting strength. The formula to establish the number of votes to which
the member Clubs are entitled to :
Up to 50 membership
unit = 1 vote
51-100
membership unit = 2 votes
101-200 membership
unit = 3 votes
201-300 membership
unit = 4 votes
301-400 membership
unit = 5 votes
401-600 membership
unit = 6 votes
601-800 membership
unit = 7 votes
801-1000 membership
unit = 8 votes.
1001-1200 membership
unit = 9 votes
1201-1500 membership
unit =10 votes
1501-1800 membership
unit = 11 votes
1801-2100 membership
unit = 12 votes.
To calculate the membership
units the following criteria is used :
Single membership
= one unit
Double membership
= two units
Family membership
= two units
Junior membership
= nil
The Affiliation Fees are
set at the Annual General Meeting of the German Shepherd Dog Council of
Australia and are payable to the Treasurer by the 31st December. The annual
fee is $132.00 per vote (GST included).
Meeting
Expenses and Reimbursement of Accommodation for GSDCA Executive Members
and Registrars.
The German Shepherd
Dog Council shall pay the meeting room expenses in relation to all Meetings
hosted on behalf of the German Shepherd Dog Council of Australia. New Executive
members and position holders shall not receive airfare or accommodation
reimbursements at the AGM at which they are elected, the subsidy to apply
from the first meeting in their term of office.
The Registrars or position
holders of the National Breed Commission are expected to attend the National
Breed Commission Meeting and the expenses are to be born by the German
Shepherd Dog Council of Australia. The Registrars or position holders will
only receive payment to attend the Annual General meeting if they are requested
to attend the AGM by the Executive to deal with any problems within their
portfolio. The Registrars and position holders will be afforded the equivalent
accommodation subsidy that applies to the Executive.
At the Annual General
Meeting of the German Shepherd Dog Council of Australia it shall on an
annual basis with the advice of the Treasurer set the amount to be allocated
for accommodation and meals for the officers that attend designated meetings
of the GSDCA. The Secretary advised it was the Public Service allowance
has been used in the past and this is the allowance to be considered in
the future.
GSDCA
Policy on Schutzhund Training.
The German Shepherd
Dog Council of Australia fully supports the position as adopted (after
consultation with its Member Bodies) by the ANKC regarding Schutzhund as
follows :
-
All previous resolutions
regarding Schutzhund up to and including May 1994 are rescinded.
-
ANKC will not take responsibility
for the management nor control of Schutzhund in Australia. Also,
the ANKC will not recognize any Schutzhund titles awarded in Australia
or to any dog awarded a title resident in Australia.
-
No Member body of the
ANKC shall recognize or approve Schutzhund training activity or conduct
Schutzhund Trial competition and any member taking part risks disqualification.
ANKC Member Bodies consider
Schutzhund training is not in the best interests of their activities.
GSDCA
QUARTERLY NATIONAL REVIEW MAGAZINE
Advertising
Guidelines.
All advertising in
the Quarterly National Review is available only to dogs and bitches which
carry a breed survey classification with the exception of animals under
18 months of age.
As from 1st June 1998
when advertising an animals hip and elbow result it must be advertised
in only the following manner :
1. Name of
Dog ‘A’ acceptable (5/2) ‘Z’ Grade 1 (0/1)
2. Name of Dog ‘A’
‘Z’
Imported dogs have a six
month period to be represented to a breed survey during which time any
classification gained in a GSDCA approved overseas breed survey scheme
will be recognised by the German Shepherd Dog Council of Australia for
advertising purposes. After the six month period after release from quarantine
they may only be advertised if they have been represented through the GSDCA
Breed Survey Scheme.
Publication
Guidelines.
Obligations of Authors
:
The obligation
of an author is to present a concise, accurate account of their subject
matter.
Criticism of a published
article may be justified provided such criticism is constructive and based
on fact or opinion that is not borne from malice.
Personal criticism,
political comment related to the affairs of the GSDCA and/or members clubs,
is not considered acceptable under any circumstances.
Information obtained
from sources other than the author’s own work or published papers should
not be used or reported without the permission of the person or organisation
from which the information originated.
Obligations of the Editor
:
The Editor
should give unbiased consideration to all articles offered for publication
providing that the content of the article meets with the objectives of
the GSDCA and does not contain personal criticism and/or political comment
related to the affairs of the GSDCA and its member clubs.
The Editor must not
use the “Editorial” to express personal criticism and/or political comment
related to the affairs of the GSDCA and/or member clubs, or comment adversely
to a decision as taken by the GSDCA.
The Editor must respect
the intellectual independence of authors.
The Editor when presented
with convincing evidence that the main substance or conclusions of an article
as published are erroneous should facilitate publication of an appropriate
article that highlights the errors and if possible correct the original
article.
The Editor has complete
responsibility and authority to accept an article for publication or reject
it.
BREED
SURVEY SCHEME
Breed
Survey Scheme Entry Criteria.
For animals to enter
a Breed Survey the following criteria must be adhered to :
1. The animal
must be 18 months of age and not over 8 years of age.
2. The animal must
be tattooed by a Tattoo scheme recognised by the German Shepherd Dog Council
of Australia.
3. The animals must
be in procession of an ‘A’ stamp for hips and a ‘Z’ stamp for elbows, or
passed any other GSDCA approved evaluation scheme for hips and elbows.
4. The relevant paperwork
is to be forwarded to the State Registrar prior to the survey date. The
paperwork must include the following :
a. The
required fee.
b. Certified
pedigree and certificate of ownership.
c. Copies of
the ‘A’ and ‘Z’ stamp results/certificate.
d. Five generation
pedigree.
Please note:
For all animals
the original documentation (pedigree, hip and elbow results/certificate.)
is to be brought to the survey and shown to the Surveyor.
All imported males
dogs must possess the GSDCA certificate for H neg. clearance prior to being
submitted to the Breed Survey Scheme.
All male progeny from
imported bitches must provide the GSDCA certificate H neg. clearance for
presentation at Survey.
Dogs which are listed
on the Limited Registrar, can not be accepted for survey.
Charges
to Affiliate Member Clubs for the GSDCA Breed Survey Scheme.
After each Breed Survey
the Chief Surveyor/Registrar is to notify the Treasurer of the GSDCA the
number of dogs that have been presented at Breed Survey.
The Treasurer of the
GSDCA will forward an invoice to the respective Club at the following rates
:
The no of
classified animals by $16.50 = $ ________.____ (including GST.)
The no of non-classified
animals by $16.50 = $ ________.____ (including GST.)
National
Breed Survey Registrar.
The National Breed
Survey Registrar shall have the responsibility for the accurate checking
and issuing all of the Breed Survey Certificates.
The Registrar shall
attend all Meetings held by the National Breed Commission and the German
Shepherd Dog Council of Australia shall meet the airfare and accommodation
cost.
The
Registrar shall maintain the National Breed Survey Register.
An accurate statement
of expenditure shall be kept and on a regular basis reimbursement can be
obtained from the Treasurer of the German Shepherd Dog Council of Australia.
Breed
Survey Certificates.
The Registrar shall
transfer all information to the Breed Survey Certificate plus the inclusion
of the GSDCA Survey No, HD X-ray (result and grading) Elbow X-ray (result
and grading) and GSDCA H neg. where applicable.
The pedigree of the
surveyed animal shall show Breed Survey Status, Hip and Elbow status and
Obedience Titles where known.
Pre-Requisites
for Breed Surveyors.
The person applying
for Breed Survey Status must have fulfilled the following criteria :
1. The applicant
must be a financial member of an affiliate member club of the GSDCA.
2. The applicant must
have owned, exhibited and bred German Shepherd Dog for a minimum period
of six (6) years. His or her breeding activity is to have included a minimum
of five (5) litters from which resultant dogs or bitches individually achieved
five (5) Breed Survey Classification ten (10) ‘A’ stamps for Hip Dysplasia
and three (3) Excellent gradings in Specialist Shows.
3. The applicant must
have served in an elected position on the committee of an affiliate member
club of the GSDCA for a term in excess of two (2) years,
4. The applicant must
provide evidence of successful breeding.
5. The applicant,
as an ANKC Licensed Show judge of the German Shepherd Dog, must have passed
the GSDCA Specialist Judges Extension Course and have officiated at a minimum
of five (5) shows judging adult classes (Junior and up) conducted by associated
clubs, as approved by Council, where critiques and gradings were awarded.
6. The applicant must
have adhered to their State’s and National Council’s Code of Ethics.
7. The applicant must
have their application endorsed by a member club of the GSDCA in their
State or Territory of domicile. Upon endorsement, the applicant must be
recommended by the NBC Executive and ratified at the next Annual General
Meeting of the GSDCA.
Procedure
to Apply for National Breed Surveyor Status.
The current procedure
is :
1. Of the
current Breed Surveyors, three persons have been given dispensation, from
obtaining item 5 of the above criteria. The exception, which applies to
these persons, is that they are not required to be in procession of an
ANKC Judges license for German Shepherd Dogs.
2. Persons wishing
to become Breed Surveyors shall make application to the Chief Surveyor
of their State of domicile with supporting evidence of fulfilling all of
the pre-requisite criteria listed above.
3. The Chief Surveyor
shall seek the endorsement of the member Club prior to submitting the application
in writing, to the National Breed Commission Executive. The National Breed
Commission Executive shall make its recommendation to the full National
Breed Commission. The National Breed Commission Chairman shall notify the
State Chief Surveyor and the applicant of its decision.
4. The successful
applicant shall be awarded Breed Surveyor Status immediately, but the appointment
must be ratified at the next Annual General Meeting of the GSDCA.
Breed
Survey Recall Procedure from Shows.
The current recall
procedure is as follows :
Breed Surveyed
animals displaying disqualifying faults contrary to their Breed Survey
classification at National and Main Breed Exhibitions shall be recalled
by the National Breed Commission Executive.
This means animals
penalised for size, teeth faults, temperament or failure of the gun test
can be recalled from either the Intermediate or Open Classes, at National
and Main Breed Exhibitions if they are breed surveyed.
Breed
Surveys to be held prior to National Shows and Main Breed Exhibitions.
The current rule reads
as follows :
A breed survey
will be held on the day before each Main Breed Exhibition and National
Show.
TOOTH
CERTIFICATE SCHEME
Tooth
Certificates.
The GSDCA tooth certificate
is the only recognised certificate that can be used for Shows and Breed
Survey.
The President or the
National Breed Affairs Chairman should inform all overseas judges that
this is an official certificate and is the only one to be accepted.
The final and only
arbitrator and issuer of Certificates shall be the President of the German
Shepherd Dog Council of Australia.
The fee for a certificate
is $35.00.
Tooth
Certificate Procedure
For a tooth certificate
to be issued the following procedure must be met :
For animals
not previously breed surveyed :
1. X-ray proof that
a normal, healthy, developed adult tooth existed at a point of time. Certificates
will only be issued where a tooth or teeth have been removed or are not
visible from above the gum line. The x-ray must be identified radiographically
with the dog’s name and GSDCA Tattoo number. The documentation must be
forwarded to the Club Chief Surveyor/Breed Affair Chairman with the required
fee. The onus of proof shall be squarely upon the owner of the dog to prove
absolutely beyond all doubt that the said tooth was a normal healthy adult
(secondary) tooth.
For animals that have
been surveyed :
2. A copy of the Breed
Survey Certificate verifying complete dentition must be forwarded to the
Club Chief Surveyor/Breed Affairs Chairman with the required fee of $35.00.
In both sets of circumstances
the Club Chief Surveyor/Breed Affairs Chairman must forward all correspondence
and x-rays and the required fee to the President of the German Shepherd
Dog Council of Australia. A letter of recommendation from the Club Chief
Surveyor/Breed Affairs Chairman must also accompany the application.
Please note that an
animal with damaged/broken teeth do not require a Tooth Certificate as
it is only where the tooth is not visible above the gum line.
The Breed Affairs Chairman
is only used when there is no Club Chief Surveyor in Clubs where there
is no resident breed Surveyor. The National Breed Commission Chairman can
appoint a Chief Surveyor.
HIP
DYSPLASIA AND ELBOW DYSPLASIA CONTROL SCHEME.
Procedure
for Hip Dysplasia and Elbow Dysplasia Application Form.
An application form
is to be issued by the State H.D./Elbow Dysplasia Registrar upon payment
of the required fee. The State Registrar fills out the form with the following
details :
1. State Contract
Number allocated.
2. Name of Dog
3. Tattoo Number of
Dog.
4. Mark the reader
who will be reading the x-rays.
The forms must be paid
for when purchased and the forms are attached to that particular animal’s
x-rays and cannot be transferred under any circumstances.
Instructions
to the Veterinarian.
The Instructions to
the Veterinarian should be highlighted to be clearly visible.
Incorrectly labeled
films will not be accepted for reading. The only accepted means of identification
is the GSDCA tattoo or a tattoo number from a GSDCA recognised scheme.
The onus is on the Veterinarian to ensure that the animals comply with
the requirements of the GSDCA scheme. If there is no tattoo number on the
x-ray plate, then that animal must be re-x-rayed.
Please Note: That no
attached labels or microchip numbers will be accepted as means of positive
identification.
Special Note

Hip and Elbow
Dysplasia Scheme Application Form. - Breeders/owners should read the
form and be aware of the declaration that they are signing and its meaning.
Please find the declaration detailed below :
I hereby
declare that:
a) The particulars
above are correct and relate to the dog submitted for radiographic examination.
b) The radiograph
remains the property of the German Shepherd Dog Council of Australia and
will retained for further research by the University of Melbourne.
c) I understand
that this is a research program to improve German Shepherd Dogs in Australia
d) The dog submitted
has not previously been submitted to the scheme or the dog has previously
been submitted and the HD Registrar No is…………….

Signature of Owner.
The other declaration
is signed by the Veterinarian and reads as follows :
I certify
that I have checked the dogs Tattoo Number and identified it radiographically
on the ray.
________________
Signature of Vet.
If problems are found
with incorrectly identified x-rays and incorrect tattoo numbers etc which
are contrary to the Rules it means the declaration was not adhered to and
the animal will have to be re-x-rayed. Owners should check that all of
the information is correct, when receiving a result on either the provisional
result (pink sheet) or the GSDCA certificate. By checking the information,
it could save time and embarrassment later when the animal is submitted
for breed survey.
If a new certificate
needs to be issued it must be returned to the GSDCA National Hip and Elbow
Registrar prior to a new certificate being issued.
All original paperwork
must be brought to breed survey and checked by the officiating Breed Surveyor.
All Breed Surveyors should not take this responsibility lightly, but should
take time to carry out this ruling for checking date of birth, Reg. Number,
Tattoo Number and age at time of x-ray etc. It would certainly save time
for the National Breed Commission Registrar and the National Breed Commission
Chairman.
At a breed survey
if a problem or discrepancy is detected the animal should be deferred until
the next survey and, the Chairman of the National Breed Commission should
be notified.
In conclusion, remember
these points :
1. Check
all paperwork when received and if an error is found please contact the
appropriate person immediately.
2. Be aware the
only acceptable means of positive identification is the GSDCA tattoo or
a tattoo from a GSDCA recognised scheme for all breed improvement schemes
and certification.
3. If taking x-rays
at any time, which you may use at a later date for example as proof of
full dentition, ensure that the GSDCA tattoo number is identified radiographically
on the ray.
All of the Registrars
can make mistakes, no one no matter how often paperwork is checked errors
can still be sometimes found. Those errors can only be corrected if we
are informed of them.

have any questions in regards to the requirements for the GSDCA Breed Improvement
Schemes please do not hesitate to contact me, I would rather talk to you
to deal with a query then have to ring later with a problem.
As I stated previously,
I do not enjoy making discussions which adds extra stress to owners of
animals that participate in our schemes but I have confidence that in future,
breeders will be more conscientious in the accurate recording of their
breeding activity.
After all it is
the breeders and owners of the German Shepherd Dog in Australia that have
undertaken the GSDCA Breed Improvement Schemes and have shown an endeavour
and responsibility to the German Shepherd Dog and a tremendous commitment
to attain their goals in breeding a healthier and sounder German Shepherd
Dog.

Correct
Labelling of X-rays submitted for the GSDCA Hip and Elbow Dysplasia Control
Scheme.
The x-rays submitted
for assessment in the Hip Dysplasia and Elbow Dysplasia Control Scheme
are to be as follows :
The radiographs SHALL
be identified RADIOGRAPHICALLY with all of the following:
a) the dog’s
GSDCA tattoo number
b) the date
c) right or left marker
d) the dog’s name
Please note: Incorrectly
labeled films will not be accepted for reading and return to the Veterinarian/Owner
for the animal to be re x-rayed.
Correct
Position of Animals to be X-Rayed for the GSDCA Hip and Elbow Dysplasia
Control Scheme.
HD X-ray - One view
of the dog’s pelvis is to be taken under general anaesthesia. A high quality
radiograph is required and any incorrectly exposed or poorly positioned
films will not be read but returned for re-x-raying. The radiograph should
be repeated at the veterinarian’s expense. The view of the x-ray must be
:
View: Extended
Ventro-Dorsal pelvis.
No other view will be
accepted for assessment. The radiograph should cover an area from the iliac
crest to the stifle joint. The femora should be parallel to each other
and the stifles rotated inward so that the patellae lie in the centre of
the trochleae of the femora, Care should be taken to ensure that the pelvis
is square and the femora are parallel to the cassette.
Elbow X-ray - A fully
flexed lateral view taken from the medial to the lateral. The onus is on
the Veterinarian to ensure the animal complies with the requirements of
the GSDCA Hip and Elbow Control Schemes. It is also the responsibility
of the Veterinarian to sign the declaration of the Hip and Elbow Application
form that states :
I certify
that I have checked the Dog’s Tattoo number and identified it radiographically
on the x-ray.
Note: The only acceptable
means of positive identification is the GSDCA tattoo number or a GSDCA
recognised scheme.
Publication
of Hip and Elbow Results.
The Hip Dysplasia and
Elbow Dysplasia Control Scheme results are published each year in the Breed
Survey Book.
The Hip Dysplasia Registrar
will pass on all the required information to Canine Controls for those
animals that have achieved an ‘A’ stamp classification.
Fails will only be
passed on if the animal is to be bred with and on the requirement of the
Canine Control.
At the National Breed
Commission Meeting each year a list of progeny result will be presented
for the Hip Dysplasia and Elbow Dysplasia Control Scheme.
These report will consist
of two lists :
First list
to show results from sires with more than 10 progeny assessed through the
GSDCA Hip Dysplasia and Elbow Dysplasia Control Scheme
– Less reliable table
Second list to show
results from sire with more than 20 progeny assessed through the GSDCA
Hip Dysplasia and Elbow Dysplasia Control Scheme – Reliable table.
Appeal
System for GSDCA Hip Dysplasia and Elbow Dysplasia Control Scheme.
The following procedures

Scheme :
1. Contact
the National H.D/Elbow. Registrar.
2. Payment forwarded
to the National H.D/Elbow Registrar for the amount of the required fee.
3. National H.D./Elbow
Registrar to request the x-rays to be forwarded to the National H.D/Elbow
Registrar from the reader concerned.
4. X-rays forwarded
with payment to the Adjudicator Radiologist.
5. Results returned
to the National H.D./Elbow Registrar
6. National H.D./Elbow
Registrar informs the owner of the animals the result.
The animal receives the
best possible result. That means if an animal receives an ‘A’ borderline
and then by appeal receives a Failure, the ‘A’ borderline stands.
Rules
for Resubmissions in the GSDCA Hip Dysplasia Control Scheme.
X-ray plates of animals
that are re-submitted for assessment must adhere to the following :
1. Resubmit
of the second plate to the reader of choice.
2. If there is a less
than 6 point discrepancy then the benefit of doubt shall go to the dog.
3. If there is a greater
than 6 point difference in the total score, then the matter shall be adjudicated
by sending the two sets of plates to the current appeals adjudicators.
That decision will be final.
It should be noted that
if the x-ray is being re-submitted due to tilted x-ray and is returned
to the same reader then no payment is required when the new form is purchased.
If the x-ray is being
re-submitted to a different reader for a second assessment then the form
must be purchased and paid for.
The required fee for
an appeal as from 1st July, 2002 is $60.00
Hip
Dysplasia Control Scheme Medals.
The German Shepherd
Dog Council of Australia award gold, silver and bronze medallions to kennels
that have supported the GSDCA Hip Dysplasia Control Scheme.
Gold - Kennels
that have bred 50 ‘A’ stamp animals.
Silver - Kennels that
have bred 25 ‘A’ stamp animals
Bronze - Kennels that
have bred 10 ‘A’ stamp animals
The National Hip Dysplasia
Registrar verifies these awards and the awards are presented each year
at the National Show and Trial and/or Main Breed Exhibition.
The awards are available
to all Kennels in Australia and also to Kennels overseas, (i.e. New Zealand
and England).
The kennels being awarded
the Hip Dysplasia Control Scheme Medals are to be published in the National
Magazine following their presentation.

Special Obedience National Competition and Excellent Award
THE GSDCA NATIONAL
OBEDIENCE COMPETITION RULES
1 GENERAL
a. The competition
is open to all owners of registered pedigreed German Shepherd Dogs.
b. The owner shall
be a financial member of an affiliate of the GSDCA at the time of the competition.
c. The owner shall
be a member of an ANKC Affiliate at the time of the competition. (State
Kennel Council)
2 SCORES:
a. All scores shall
be qualifying scores gained at Kennel Control Sanctioned, title gaining
trials.
b. The scores shall
be, for the highest aggregate:
3 Novice Scores
for the Top Novice Award.
6 Open Scores
for the Best Open Dog Award
6 Utility Scores
for the Top Obedience Dog Award.
NB: The National
or MBE score may be a NQ entry, making it a 7 score entry for Open and
Utility.
c. If there is no
qualifier in any of the three sections, then the award for that section
will not be presented for that year.
3 ENTRY INTO COMPETITION:
a. The competition
shall run from the National to 3 weeks prior to the next National.
b. In Open and Utility
Class, the competitor must have competed at the National or Main Breed
Exhibition.
c. Competitors shall
present clear photocopies of their best qualifying cards to the Obedience
Chairman by the closing date, that is 3 weeks before the National Show
and Trial.
d. The relevant information
on the winning dogs and handlers, dates of trials, affiliates conducting
the trials and scores, shall be published in the National Review.
4 CLASSES:
a. BEST NOVICE DOG
AWARD - For the dog and handler gaining the highest aggregate of qualifying
scores in Novice Class.
b. BEST OPEN DOG AWARD
- For the dog and handler gaining the highest aggregate of qualifying scores
over 6 trials in Open Class.
c. TOP OBEDIENCE DOG
AWARD - For the dog and handler gaining the highest aggregate of qualifying
scores over 6 trials in Utility Class.
5 TIED SCORES:
a. Generally, scores
from the National and MBE rank equal.
b. Two equal 1st place
awards are to be presented if a winner can not be found by the following
method:
1st: A competitor
at the National or MBE,
2nd: Highest score
on Count Back Exercises.

Special Obedience National Teams Event
General Rules:
1. Entry to the teams
event is open to Clubs, kennels or groups of individual competitors.
2. Each team must
be comprised of four separate dogs, which may come from any class.
3. Each team member
must be a member of an affiliated GSDCA club.
4. More than one team
may be entered by any one group.
5. Individual dogs
may be entered in Open and UD in two different teams, provided that any
class score is counted only once.
6. Team co-ordinator
to sign off on rules at time of entry.
7. All scores must
be qualifying scores.
Total of three best
scores for team.
Four dogs scores will
count, lowest score is dropped.
Reserve to be used
only if one of nominated team cannot compete.
Please note that the
entry form MUST be lodged with the Trial Manager / Secretary prior to the
commencement of the obedience trial.

Excellent Awards

Excellent Handler Awards
are presented in the following manner :
EXCELLENT HANDLER AWARDS
are presented for the Excellent gradings to be achieved in the working
aspects of : Obedience, Tracking, and Agility, in one, or any combination
of these disciplines.
BRONZE: 5
Excellents
SILVER: 10 Excellents
GOLD: 20 Excellents
OBEDIENCE EXCELLENTS :
These are awarded at all GSD Club Trials by any ANKC Licensed Judge for
a qualifying score of 190 or over.
AGILITY and JUMPING
EXCELLENTS : These will be awarded for 2 clear rounds in Novice, Open and
in Masters.
TRACKING EXCELLENTS
: These are qualifying certificates issued by any organizing club, with
the judge awarding a “pass, EXCELLENT”.
EXCELLENT DOG AWARDS
: These are presented to dogs that are awarded 10 Excellents in Obedience
and/or Tracking and/or Agility/Jumping, in a single or any combination
of the 3 disciplines.
BREEDERS’ AWARDS :
These will be presented for dogs that have gained the EXCELLENT DOG AWARD
in either Obedience, Tracking or Agility, on application, provided that
the dog has gained either an OSAC or Breed Survey Classification.
THE NATIONAL OBEDIENCE
COMPETITION :
Please either see above
or ask for a copy of The Rules. In a nutshell.:
NOVICE CLASS: Please
send in your highest 3 qualifying scores from any trial. No National or
MBE required as entry.
OPEN and UTILITY CLASS:
The National or MBE score, PASS or FAIL, count as an entry into the competition.
Competitors will submit any SIX qualifying scores. The highest aggregate
wins.
